Bill Passed To Prohibit Media Use of Words ‘Muslim’ & ‘Christian’

A bill prohibiting the words ‘Muslim’ and ‘Christian’ to be used in mass media to describe any person suspected of committing a crime has been approved by the House of Representatives in the Philippines.

Speaker Prospero Nograles, who replaced Pangasinan Rep. Jose Venecia in stormy proceedings Monday, passed on Tuesday the House Bill 100.

Lanao del Sur Rep. Pangalian Balindong and co-author Anak Mindanao Rep. Mujiv Hataman, the main author of the bill, has stated that the objective is to impose fines of at least P50,000 upon media practitioners, whenever the words ‘Muslim’ and ‘Christian’ are used.

The bill has states that “It is hereby declared unlawful for any person to use in mass media, the words Muslim or Christian or any other words that would denote religious or ethnic affiliation to describe any person suspected of or convicted for having committees criminal or unlawful acts”.

A translated quote by Hataman, a human rights advocate, said “To some Filipinos, the word Muslim connotes evil-doers”. He went on to say that the bill could help by reducing connotations of discrimination in the practice of religion.

For the time being, the bill only allows for the penalisation of editors of newspapers and broadcast stations.

The other measures that were passed along with House Bill 100 are House Bills 2420 the Family Code of the Philippines, HB 2811 providing penalties to those exploiting women and glorifying sexual violence in advertisements, HB 3305 banning obscene porn materials and live sex shows and HB 3323 that allows WWII veterans to receive benefits.
