A "ruler" has to be somebody that everybody actually can see. If everybody can ignore him, he isn't ruling.

there comes a time when he goes into action , to judge peoples attitudes and ways . The goodnews about this reigning king is being made known on a global scale and seeing with the eye of understanding is what it is all about .matthew 24;14 how we respond to that goodnews is the deciding thing . only Jehovah and Jesus can read hearts. so they have the job of judgeing people .

Jehovah God enthroned his Son, the Messianic Heir of King David, and turned over to this One with the "legal right" the domination of all the earth. This Messianic King, ruling in the "heavenly Jerusalem," will bring to ruin all the Gentiles who are ruining the earth, but his own God-given kingdom will never be brought to ruin.
