I recently heard the term "neshameh yeterah" as meaning "additional spirit or soul". Can someone please expound on this?

Well, in Judaism there are really a number of different "souls" or levels of the soul. Each is related to something different be it the physical body, feelings, the intellect... The neshamah yeterah is related to Shabbos and the "feel" of a good Shabbos.

So, is it a state of a soul at some particular time during the Shabbos or are the states concurrent? How does one reach these levels? Or what sparks the soul? I'm assuming it is some kind of mystical experience, then, right?.

It's not really the state of a soul. Rather, there is more than one soul, or more than one level to the soul, of each individual. They do run concurrently.

The neshamah yeterah afaik is not gained via any sort of mystical experience. It's just an additional soul that accompanies Shabbos and all of the joys it brings.
