It starts with being the geographical location of an Incarnation of Godhead adventing and performing a pastime to teach Dharma as per "Time & Place in accord with the level of teaching appropo to the citisentry of the era"
after that,
A 'tirtha' (pilgramage place) is known to be holy due to the presence of saintly people performing penance.
By the saintly denisens' piety ---the place is made holy and worthy as a place of pilgramage.
Confidentially, it is said that the Sadhus present absorb the vistor's sins like a vacuum draws all inward.
IMHO, the best time to gain benedictions from a saint is to:
Be present when said Sage has "a heretofore unpresidented insight" ---if a sadhu has a unique 'realisation' whist a visitor is present ---that visitor is made privy to a bit of holy-glory vicariously.
