Punjabi word order SOV

(subject + object + verb)

ਮੈਨੂੰ ਅਫ਼ਸੋਸ ਹੈ । (Regret/Sorrow is to me.)

Shouldn't this sentence be written as, "ਅਫ਼ਸੋਸ ਮੈਨੂੰ ਹੈ ।".

ਅਫ਼ਸੋਸ/Subj + ਮੈਨੂੰ/Obj + ਹੈ/Verb ।

No it cannot be the other way. Same in Hindi. This is not Sanskrit, where you can place subject, object, as well as verb anywhere.

maf karo ji mainu or mainu to maf karo ji: but just excuse me (what should I call it -inflected?)
