The brother of Jesus, James states

"That is why scripture says: God opposes the proud but gives grace to the humble, Submit yourselves, then, to GOD" James 5:6-7

And so it is considered that it is those that submit one's human will completely that is considered to be truly humble in GOD's eyes.

The dictionary says:

To yield, resign, or surrender to power, will, or authority.

Exactly 12 times.
2 verses about wives submiting to husbands. 1 about submiting to laws of man. 1 about submiting to rulers.
 
To submit is to wilfully accept the athority of another over one. To surrender is to give up, quit. There is a huge difference between the two. Webster got it wrong. The Bible did not.
